香港綠色金融協會 (HKGFA) 將於二零一九年九月二十三日(星期一)於香港金融大會堂舉行2019香港綠色金融協會論壇「拓展大灣區綠色金融新機遇」,同時標誌著協會於去年九月成立之週年紀念。

香港能於短時間內, 在綠色金融市場上取得重大進展,而HKGFA於過程中,扮演著重要角色,包括組織政策研究、草擬綠色金融守則、透過舉辦研討、交流會議、從而促進產品創新、開拓公營及商業範疇的對話空間,繼而提升國際貿易平台之共同合作機會。

展望未來,結合政府積極推動大灣區的發展藍圖,綠色金融在大灣區的前景潛力無限;因此,今年的HKGFA論壇將與會員及嘉賓圍繞這個正被熱切關注的議題,探討如何進一步拉近綠色金融與大灣區政策制定和實體經濟之間的聯繫、拓展綠色金融合作新機遇。

Ashley Ian Alder

Ashley Alder is the Chief Executive Officer of the Securities and Futures Commission (SFC) and the Chairman of the Board of the International Organization of Securities Commissions.

Ashley started his career as a lawyer in London in 1984. He came to Hong Kong in 1989 with the international law firm Herbert Smith, practising corporate and business law. He was

Executive Director of Corporate Finance at the SFC from 2001 to 2004, before returning to Herbert Smith, later as head of the firm’s Asia Region. He rejoined the SFC in 2011.

Ashley attained his Bachelor of Laws degree from the University of London in 1982 and graduated from the University of Cambridge with a Master of Laws degree in 1983.

Chaoni Huang

As Head of Sustainable Capital Markets for Global Markets Asia Pacific, Chaoni leads BNP Paribas’ sustainable finance solutions for corporate, financial institutions and investors with a focus on primary asset finance and securitisation. Working with Global Markets in Asia Pacific and the Bank’s global sustainable finance community, Chaoni drives BNP Paribas’ continued expansion and leadership in Asian sustainable debt capital markets.

Chaoni is an industry veteran with over 13 years of experience in sustainable finance having held various ESGrelated roles at Natixis, S&P Trucost, MSCI and the United Nations. In addition to her role at BNP Paribas, Chaoni is also deeply embedded in the sustainable finance industry where she is Vice President and Secretary General of the Hong Kong Green Finance Association and a guest researcher for the China Economy and Sustainable Development Centre at the Cheung Kong Graduate School of Business.

Chaoni received her Bachelor of Economics from the University of Warwick.

Chin-Wan Tse

Mr Tse joined the former Environmental Protection Agency in 1985 which was subsequently reorganized in 1986 to become the current Environmental Protection Department (EPD). Throughout the service with EPD, Mr Tse had taken up a wide range of duties at professional and senior managerial levels. He was appointed as a Deputy Director of Environmental Protection in 2013 and subsequently as the Under Secretary for the Environment in August 2017.

He possesses a broad spectrum of experience in various areas of environmental protection, including law enforcement, computer modelling, environmental monitoring, environmental impact assessment and planning, policy development and cross-boundary cooperation with the Mainland.

Debra Tan

Debra heads CWR a non-profit think tank that aims to create a world where water and climate risks are embedded in business and finance. She built the CWR brand from an idea into the ‘go-to’ resource on water issues in Asia and a leader in the water risk conversation globally. Since 2010, she has worked to “mainstream” water risk into financial decision-making and corporate strategies on both a macro-level through the concept of “water-nomics” and on a micro-level through the quantification of water risk in credit/equity valuations. Today, CWR works with government-related bodies, corporates and financial institutions on both these fronts. Reports she has curated and written have been considered groundbreaking and instrumental in understanding not just China’s but future global water challenges and are cited by IGOs, financial research as well as the media. Previously, she spent over a decade in finance. She spends her spare time exploring Himalayan glaciers.

Dr. Ma Jun

Dr. MA Jun is the Chairman and President of Hong Kong Green Finance Association, and Director of the Center for Finance and Development, Tsinghua National Institute of Financial Research. He is also a member of the Monetary Policy Committee of the People’s Bank of China, Chairman of Green Finance Committee of China Society for Finance and Banking, and Co-chair of G20 Green Finance Study Group.

Before joining Tsinghua University, he was the Chief Economist at the Research Bureau of the People’s Bank of China (PBOC) from 2014 to 2017. Prior to that, he worked for 13 years at Deutsche Bank, where he was Managing Director, Chief Economist for Greater China, and Head of China and Hong Kong Strategy. From 1992 to 2000, he worked as public policy specialist, economist and senior economist at the International Monetary Fund and World Bank. From 1988 to 1990, he was a research fellow at the Development Research Center of China’s State Council.

Frank Leung

Frank Leung is the Head of Banking Policy at the Hong Kong Monetary Authority (HKMA), responsible for policy formulation on, among others, liquidity requirement, green and sustainable banking, IRB approach to credit risk, and exposure limits etc. Frank joined the HKMA in 2000 as a Manager Trainee to go through 2 years of training in banking, research and reserves management. He was promoted to Senior Manager and Divisional Head in 2007 and 2016 respectively. Before he took up the current position in March 2018, he was the Head of Economic Research in the Research Department of the HKMA.

Frank got a Bachelor of Business Administration from the Chinese University of Hong Kong, a Masters in Economics from the Hong Kong University of Science and Technology, and a Masters in Finance from the University of Hong Kong.

Grace Hui

Grace Hui is a Managing Director and the Chief Operating Officer of the Listing Department at Hong Kong Exchanges and Clearing Limited. Previously, Ms Hui was with UBS for over 10 years in various roles in Hong Kong and in New York, including senior counsel for its investment banking division and Managing Director, Chief of Staff and Global Chief Operating Officer of UBS Legal & Compliance Department. Ms Hui is a qualified lawyer in both Hong Kong and England & Wales.

Hugo Leung

Hugo Leung is Head of Global Markets Hong Kong of BNP Paribas and CEO of BNP Paribas Securities (Asia) Limited. He oversees the Bank’s fixed income, equities and commodity derivatives business in Hong Kong and advises financial institutions across Greater China on their securities activities. Hugo is a member of the Global Markets APAC Board.

Prior to his current role, Hugo was responsible for BNP Paribas’ equity derivatives business and regulatory developments across Greater China. He has extensive financial services experience having held various roles over the course of his 26 years at BNP Paribas. He has a B.A. degree in Economics from Simon Fraser University in Canada and speaks English, Cantonese and Mandarin.

In April 2017, Hugo was appointed as an independent Non-Executive Director for Hong Kong Exchanges and Clearing Limited (HKEX), where he serves on the Audit Committee, Risk Committee, Corporate Social Responsibility Committee, Executive Committee, Panel Member Nomination Committee, Investment Advisory Committee, and he is also the Deputy Chairman of Derivatives Market Consultative Panel.

John Addeo

John F. Addeo is the global chief investment officer for Manulife Investment Management’s fixed income strategies (public markets), as well as senior portfolio manager on the High Yield and Global Credit products. John is a value-oriented fundamental investor with over 34 years of experience investing across the entire capital structure and credit spectrum.

Prior to joining the company, he was with MFS Investment Management, where he held progressive portfolio management roles, most recently as an investment officer for the High Yield Bond Group, while playing an integral role in that firm’s expansion into global credit. Earlier in his career, John held high yield analyst roles at Eaton Vance and Keystone Investments, covering a wide variety of industries and gaining broad experience in public and private placement markets, restructurings and liquidations. Jonathan Drew

Jonathan Drew is a Managing Director, Sustainable Finance in Real Assets & Structured Finance Group at HSBC. Jonathan graduated with an MA in Economics from Cambridge University in England and is also qualified as a Chartered Accountant. Jonathan started his banking career more than 20 years ago in London and after working in rapidly emerging Latin America and raising capital for large scale projects in the Middle East has been based in Hong Kong since 1997 witnessing first-hand the rapid growth of Asia and notably China. During this time he has been involved in successful transactions across a wide range of sectors including advising on and arranging finance for projects that produce and deliver energy (renewable and non-renewable) and transport people and resources from source to point of consumption as well as a wide range of infrastructure projects in social and education sectors with a focus on resource efficiency and sustainability. These transactions have involved supporting projects, corporates and institutions to approach various financial markets and structuring innovative and tailored products including green bonds and loans to meet the often large and specific needs of clients in markets with very distinct financial and regulatory characteristics. Jonathan is responsible for driving HSBC’s Sustainable Finance initiative across the Asia region for the banking business and also chairs the Asia Pacific Loan Market Association Green Loan Committee.

Joseph Chan

Mr Chan was appointed the Under Secretary for Financial Services and the Treasury on 16 August 2017.

Mr Chan has many years of senior executive experience in the banking industry. He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial Markets of Standard Chartered Bank.

Prior to joining the Government, Mr Chan held multiple roles in a number of public and professional bodies, including Vice President of the Hong Kong Society of Financial Analysts, Director of Hong Kong Securities & Investment Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a General Committee member of the Hong Kong General Chamber of Commerce. Mr Chan was also a member of the Central & Western District Council.

Mr Chan holds a Bachelor of Arts in Economics (Hon) and Psychology from the University of Michigan, USA. He is also a Chartered Financial Analyst.

Joy Song

Ms. Joy Song is Vice General Manager and co-founder of CECEPEC, she is responsible for corporate sustainability, environmental and green finance consulting services, and serves different national ministries such as the Ministry of Ecology and Environment of the People’s Republic of China as policy research and technical support. Joy is Certified Trainer of Global Reporting Initiative, Co-chair of ESG Disclosure and Integration Working Group under Hong Kong Green Finance Association, BEAM Affiliate of Hong Kong Green Building Council and a youth member of the Hong Kong Chinese Enterprises Association.

Julia Brickell

Julia Brickell currently serves as IFC’s Regional Head of Operations for East Asia Pacific. In this role she supports the Regional Director to implement IFC’s investment and advisory strategy across the region, and also serves as Head of IFC’s East Asia Pacific Regional Office in Hong Kong. Ms. Brickell has held a number of positions in IFC since she joined in 2003, including as IFC’s representative in Hong Kong, Cambodia and Lebanon, in IFC’s Public Private Partnerships team as well as positions in Washington DC and Egypt.

IFC is part of the World Bank Group, and is focused on the private sector, providing investment and advisory services in developing countries to achieve the World Bank’s goals to reduce poverty and increase prosperity, through private sector growth.

Laurence Li, SC

Mr Laurence Li is the Chairman of the Financial Services Development Council. The Council is an advisory body to the HKSAR Government on all matters relating to the development of Hong Kong as an international financial centre. Its express remit is to be a focal point of views of the financial services industry, a champion of the industry, and an ambassador for Hong Kong as a financial centre.

Mr Li’s profession is as a practicing barrister. He focuses on banking, commercial, company, and securities law. Prior to being called to the Hong Kong Bar, he served in several positions within the Securities and Futures Commission in Hong Kong and, before that, worked in a law firm in New York.

Mr Li is a Judge of the International Court and Regulatory Tribunal in Doha, Qatar. He is also a Fellow of The Hong Kong Polytechnic University, an Honorary Fellow of the Asian Institute of International Financial Law at The University of Hong Kong, and a Senior Fellow at the Centre for Financial Regulation and Economic Development at The Chinese University of Hong Kong.

Meng Meng

Meng Meng, master of Environmental Management from Xiamen University, served as the Secretary-General of Guangdong Green Finance Committee, the 10th People’s Political Consultative Conference Member of Huadu District Guangzhou, as well as the president of both Guangzhou Carbon Emissions Exchange Co., Ltd.(CEEX) and Guangzhou Green Industry Investment Fund Management Co., ltd. She possesses years of working experience in low-carbon environmental protection field and has intimate knowledge of current situation and development trends of green industries such as low carbon, energy saving and environmental protection, etc. She is conversant with carbon pricing theory and has participated in constructing and operating CEEX. She has also engaged in several research projects of national, provincial and municipal level, making great contribution to advancing Guangdong carbon emissions trading market as the largest regional carbon market in China and accumulating precious experience in exploring market-oriented means of energy saving and emissions reduction as well as promoting the construction of green financial system.

Paul Chan Mo-po 陳茂波

Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants.

Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council.

Mr Chan served as Secretary for Development of the Hong Kong Special Administrative Region Government from July 2012 to January 2017. He was appointed Financial Secretary on 16 January, 2017.

Raghu Narain

Raghu Narain has over 20 years’ experience in investment banking, corporate finance and economic policy advisory. Currently Head of Investment Banking for Natixis, APAC, he is responsible for delivering M&A, Acquisition Financing, Strategic Equity, and DCM solutions. Prior to Natixis, Mr. Narain was the Head of Sector Advisory and Global Industrials Group at RBS Asia. He has completed over 100 transactions (deal value: US$100+ billion) in M&A and financing deals in US and Asia Pacific. Prior to working in Asia, he was at Bank of America in New York where he was a Director responsible for M&A and capital raising activities for the Global Transportation and Logistics Group. Mr. Narain began his investment banking career with Salomon Smith Barney / Citigroup in New York. He completed his Masters degree from Harvard University. Mr. Narain is a volunteer in the United Nations ESBN task forces to promote economic and social development.

Sandra Carlisle

Sandra Carlisle has been Head of Responsible Investment Specialists in London since 2017. Sandra joined HSBC in 2017 and has been working in the industry since 1986. Previously, Sandra was head of responsible investment at Newton Investment Management in London. Before this, she spent several years at F&C Investments and Citi, where she set up and ran the sustainable and responsible investment team in global markets and the European equity sales team respectively. Prior to Citi, Sandra worked for Deutsche Bank in Paris and London as equity specialist and for JPMorgan Chase in London and New York as part of the sovereign debt restructuring team. Sandra is a recognised industry spokeswoman and a board member of the Principles for Responsible Investment (since 2016) and a visiting business fellow at the Oxford Smith School for the Environment.

Steven Wong

Mr. Stephen Wong received a B.A. Degree in Economics from the University of Chicago, Phi Beta Kappa, and an M.A. Degree in East Asian Studies (Whitney and Betty MacMillan Center for International and Area Studies) from Yale University. Since then, he worked for a number of global financial institutions, including as an Executive Director in UBS (London) and a Managing Director at RBS. Mr. Wong joined Our Hong Kong foundation as Senior Consultant in May 2015, and was appointed Deputy Executive Director and Head of Public Policy in November of the same year. He is now Deputy Executive Director and Head of Public Policy Institute.

Mr. Wong’s public service includes various advisory roles appointed by the Hong Kong Government, including Board Member of the Financial Services Development Council, Board Member of the Urban Renewal Authority, Member of Investment Committee of the Beat Drugs Fund, Member of Investment Sub-Committee of the Housing Authority, Member of Feasibility Study Working Group of “Special Needs Public Trust”, Co-opted Member of Social Innovation & Entrepreneurship Development Fund Task Force of Commission on Poverty, Non-official Member of the Assessment Panel of the “Innovation and Technology Fund for Application in Elderly and Rehabilitation Care” of the Social Welfare Department, and ex-Member of Task Force on Land Supply, etc.

Mr. Wong is also active in community service. He is Chairman of the Clean Air Network, Vice Chairman of the Admissions, Budgets & Allocations Committee and Investment Sub-Committee Member of the Community Chest, and Executive Committee Member & Chairman of the Advisory Committee of Social Enterprise and Innovation Platform of the Hong Kong Council of Social Service. Mr. Wong is also an Adjunct Associate Professor at the Hong Kong University SPACE for the Institute for China Business.

Tracy Wong Harris

Tracy Wong Harris is the Deputy Secretary General of Hong Kong Green Finance Association (HKGFA), which is a non-profit organisation to help to position Hong Kong as a leading global green and sustainable finance centre.

Prior to joining HKGFA, Tracy had over 16 years of financial markets experiences across various fixed income and complex structured products in JPMorgan, Mizuho International, Barclays Capital and BNP Paribas based in London and Hong Kong. Tracy established the Liquidity Risk Management and Chief Investment Office Independent Valuation functions across 14 countries in the Asia Pacific, risk managed the legacy Bear Stearns most illiquid securitised portfolio globally during her JPMorgan tenure. Current Board member of AIDS Concern, previously served as Board member of the Hong Kong LGBT+ Interbank, founder of the JPM PRIDE HK network and received JPMorgan Employee Appreciation Award in 2015. Tracy received her MSc and BA in International Finance and Capital Markets in the United Kingdom, graduated from the Oxford Said Business School in Social Finance and a certified member of Hong Kong Treasury Markets Association (HKTMA).

Vanessa Wang

Vanessa Wang is the Managing Director in Amundi Hong Kong Limited. Amundi is the largest European Asset Manager with over $1.7 trillion AUM. Based in Hong Kong, Vanessa leads the Sales and Marketing teams and works with Client Servicing team to provide investment solutions to Central Banks, Sovereign Wealth Funds, Pension Funds and Corporates, and is responsible for lnstitutional Business for North Asia region.

Vanessa was a Managing Director and Asia Pacific Head of Pensions in Citigroup since 2010. She was one of the 50 Citiwomen selected globally for Women Leading Citi program 2014-2015.

Vanessa was elected as a Chairwoman of HKRSA in 2017-2018. She currently services as a Director and EXCO member of the Association. Vanessa is also the leader of the Pension and Insurance task force for Asia Pacific Financial Forum (APFF), a public/private collaboration platform under APEC/ABAC.

Graduated from University of Minnesota with a Master degree in Mathematics, Vanessa is a Fellow of Society of Actuaries (FSA) and an Enrolled Actuary in US.

Wu Dan

Xingan Ge

Mr. GE curently working as a Committee Member of the UNDP Private Sector Advisory Board (Finance Sector), and a member of the Specialist Team of the ISO/TC322 Sustianable Finance Standardization Group.With more than 10 years of experience in climate change issues and carbon trading, Mr. GE is deeply involved in the design and development of Shenzhen Carbon Emissions Trading Scheme (Shenzhen ETS), and has made significant contributions to the establishment of legislations and regulations regarding Shenzhen ETS with his exceptional knowledge in global ETS. Mr. GE received a Master’s degree in Public Policy and Administration (MPPA) from Center for Public Policy and Administration (CPPA) at University of Massachusetts Amherst (UMass Amherst) and a Bachelor’s degree of Law (LL.B.) from Law School at Nanjing University.
