The following takeaways were highlighted during the session:

  1. As illustrated through nature-based solutions (NbS) case studies in Hong Kong and Taiwan, nature capital is vital for sustainable infrastructures and long-term climate resilience. The establishment of frameworks, such as Hong Kong’s NbS Design Guidelines, further facilitates the design and implementation of climate adaptation measures.
  2. Innovative funding mechanisms, such as blended financing models, guidance for taxonomy alignment, and technical guidance support the financing and scaling of climate resilience and adaptation projects.
  3. Frameworks, standards, and taxonomies with high interoperability and succinct definitions reduce ambiguity, thereby mitigating greenwashing and ensuring a credible transition journey. With the emergence of climate adaptation as a new concept, the guidance should also evolve to remain relevant.
  4. The integration of green and low-carbon elements from Chinese Mainland’s 15th 5-year plan (5YP) into Hong Kong’s first 5YP transforms sustainability considerations from a discretionary value into an embedded standard market practice. To encourage market participation in the transition journey, pragmatic incentives and policy design should be considered.
