Florence is a PwC Senior Advisor focusing on Government relations, ESG and Greater Bay Area (GBA) Financial Services. She retired as a
partner in June 2021 after a 39 year professional career.

She was appointed a Justice of the Peace in Hong Kong on 1 July 2018. Before retirement, Florence had held various leadership roles within PwC, including Asia Pacific Financial Services Tax Leader, Asia Pacific Asset & Wealth Management Tax Leader, China Financial Services Tax Leader, and China Private Equity Tax Leader. She was also a member of PwC’s Global Financial Services Tax Leadership.

She was appointed an ex- officio member of the Financial Services Development Council (FSDC) of the Hong Kong Special Administrative Region (2013-2019) and was also the Convenor of the FSDC’s New Business Committee. In her roles, Florence had led and contributed to a number of FSDC working groups in presenting recommendations on policy and regulatory reforms affecting the asset and fund management, banking and insurance sectors. She had also advised on how the
financial industry in Hong Kong can contribute to the city’s ‘super connector’ role in the Belt & Road initiative. As leader of PwC’s GBA – Financial Services Taskforce, she is active in pursuing opportunities in implementing the GBA initiatives set by the Central Government and GBA authorities.

She led the B20 Tax Policy Working Group of the 2016 B20 Financing Growth Taskforce when PwC was the knowledge partner. The working group’s recommendations were included in B20’s recommendations to the 2016 G20 Summit hosted by China.

Florence is a member of the Institute of Chartered Accountants in England and Wales, the Chartered Institute of Taxation (UK), the Hong Kong Institute of Certified Public Accountants and the Taxation Institute of Hong Kong. She is also a registered accountant in Macau.

Born in Macau, Florence started her career in London. After qualifying as a chartered accountant and a chartered tax advisor in the UK, she joined the London Stock Exchange before her return to Hong Kong. Florence graduated from Imperial College, UK, with a degree in Computer Science.
