HKGFA-GBAGFA Report Launch: Unlocking Cross-Border Capital Flows and Investment Opportunities by Private Funds-Insights on Developing a Climate Change Investment Fund


On 17 May, HKGFA co-organised with the Greater Bay Area Green Finance Alliance (GBAGFA) Climate Change Investment Fund Working Group for the GBA Climate Funds Research Report Launch and Seminar on “Unlocking Cross-Border Capital Flows and Investment Opportunities by Private Funds – Insights on Developing a Climate Change Investment Fund”. The event highlighted the importance of private funds in deploying capital effectively and efficiently to invest in cross border climate change projects.


Ms Georgina Lok (HKMA)’s opening remarks introduced Hong Kong’s landscape and key initiatives in sustainable finance development in terms of standard harmonisation and product innovation. Ms Han Bing (SZ-GFC/China Emissions Exchange (Shenzhen)), representing the GBAGFA Climate Change Investment Fund Working Group, shared background of the research and objectives of the working group, which aims to explore viability and opportunities to establish a cross-border climate change investment fund in the GBA.


Ms Florence Yip (PwC), as HKGFA side’s Co-lead of the research project team and Co-Chair of our GBAGFA Working Group, introduced the key findings and recommendations of the research report. The report also highlights the implication for the establishment of climate funds by evaluating Mainland China’s practical experience in managing “Double Q” funds and Hong Kong in managing private funds in areas such as regulatory requirements, foreign exchange, taxation, and market access.


Moderated by Dr Ivan Li (CGS International Holdings), our panel speakers Ms Cindy Ngan (PwC), Mr Lincoln He (MioTech), and Ms Penelope Shen (Stephenson Harwood) shared insights on challenges and opportunities in scaling up climate change investment funds from the perspectives of data infrastructure, information transparency, sustainability-related disclosure requirements.
