Tune in to the latest《財經新思維》episode on Radio Television Hong Kong (RTHK) featuring HKGFA’s Executive Vice President, Ms. Tracy Wong Harris!
On 13 August, the interview explored how blended financing can drive the sustainable development of the Northern Metropolis (NM):
- Public-private-philanthropic partnership (PPPP) as a catalyst: Establishing a PPPP platform is key to mobilising capital for NM projects. Key stakeholders, such as multilateral development banks, family offices, philanthropic funds, and banks, can empower and scale the sustainable development of the NM across project lifecycles, especially for early-stage greenfield projects.
- 5-step plan for PPPP success: The HKSAR Government should provide aligned policies and a clear timeline to kickstart the financing processes, enabling the market to prepare for sustainable financing. Once the enablers are in place, catalytic capital providers can deploy funds based on risk appetite across pooled projects. Banks can then scale the projects through a tiered financing model, drawing capital from diverse market segments.
- Safeguards to mitigate greenwashing: Sustainability-linked loans (SLLs) can significantly reduce borrowing costs when projects meet the predefined KPIs. To further reduce greenwashing risks, borrowers are encouraged to align KPIs with global frameworks such as the APLMA (Asia Pacific Loan Market Association) SLL Principles and Science Based Targets initiative, and to publish sustainability disclosures verified by trusted third parties.
- Hong Kong’s role as a mature sustainable financing hub: Hong Kong champions green bond issuance in Asia and leads in green and infrastructure-related products, evidenced in the over-subscription of government-issued bonds. In May 2026, the Ministry of Finance of the People’s Republic of China made its inaugural issuance of RMB sovereign green bonds in Hong Kong, reflecting the city’s role as a premier offshore RMB hub for investments.
- Charting the path forward for the NM: The outlook for the NM is promising as the Hong Kong Monetary Authority (HKMA) and the Hong Kong Association of Banks (HKAB) established the NM Financial Advisory Taskforce to explore financing solutions. At the 2026 HKGFA | GBA-GFA Annual Forum, the Green Accelerator platform will also be launched to fast-track green transition-enabling technologies via capital, collaboration, and knowledge sharing among the ecosystem, further powering the sustainable development of the NM through financial and technological innovations.
