Dr. Ma Jun, M.H.

Chairman of the Green Finance Committee, China Society for Finance and Banking; President of Institute of Finance and Sustainability; Chairman of Capacity-building Alliance of Sustainable Investment (CASI)

Dr. Ma Jun is a prominent advocate for sustainable development and green finance, with significant influence both domestically and internationally. In Hong Kong, he leads the Hong Kong Green Finance Association (HKGFA) and contributes to various committees focused on green finance and sustainable development.

In Chinese Mainland, he serves as Chairman of the Green Finance Committee and President of the Institute of Finance and Sustainability. Internationally, he chairs the Capacity-building Alliance of Sustainable Investment (CASI) and co-chairs several global green finance initiatives. With over three decades of experience, Dr. Ma has held key roles, including Co-Chair of the G20 Sustainable Finance Working Group, and positions at the People’s Bank of China (PBoC), Deutsche Bank, World Bank, and International Monetary Fund (IMF).

As a pioneering leader in green finance, Dr. Ma has played a central role in advancing China’s green finance ecosystem. He organised the country’s first green finance guidelines and bond taxonomy and initiated regional pilot programs. Globally, he has been instrumental in shaping the G20 Green Finance Framework, the Green Investment Principles for the Belt and Road Initiative, and the International Platform on Sustainable Finance (IPSF) Common Ground Taxonomy. His contributions to initiatives such as the Network for Greening the Financial System (NGFS) on biodiversity and the CASI platform have further solidified his reputation. Under his leadership, his teams have supported over 20 governments and financial institutions in developing green finance strategies, earning him numerous international accolades.

Dr. Ma earned his Ph.D. in Economics from Georgetown University in 1994 and a master’s degree in Management Science from Fudan University in 1988.

Chaoni Huang

Managing Director, Head of Sustainable Finance and Transition, Asia, HSBC

Chaoni Huang serves as the Head of Sustainable Finance & Transition, Asia at HSBC. In this capacity, she leads the development and execution of HSBC’s Sustainable Finance and Transition strategy across the region, supporting clients in their decarbonisation efforts and facilitating the growth of critical transition ecosystems and emerging climate technologies.

With nearly two decades of experience in sustainable finance, Chaoni has held a range of ESG-focused positions at leading organisations including BNP Paribas, Natixis, S&P Trucost, MSCI, and the United Nations. Beyond her responsibilities at HSBC, she plays an active role in advancing Asia’s ESG agenda, notably through her work in building sustainable finance ecosystems. Chaoni is an Executive Vice President of the Hong Kong Green Finance Association and has been appointed by Hong Kong S.A.R in Shenzhen-Hong Kong Financial Co-operation Committee, Maritime Services and Development Committee and the governing board of the Hong Kong Institute of Certified Public Accountants. Chaoni was awarded the ‘Best Sustainable Finance Banker in HKSAR’ by FinanceAsia in 2023 and ‘Excellence in Sustainability’ in the 2024 Women in Finance Asia Awards.

She has also contributed as a guest researcher at the Green Finance Center at Tsinghua University and the China Economy and Sustainable Development Centre at the Cheung Kong Graduate School of Business. Chaoni holds a Bachelor of Economics from the University of Warwick.

Tracy Wong Harris

Private Capital Mobilization Strategy Advisor, Asian Infrastructure Investment Bank (AIIB)

Tracy Wong Harris is a globally recognized leader in sustainable finance, currently serving as Private Capital Mobilization Strategy Advisor at the Asian Infrastructure Investment Bank (AIIB) and Executive Vice President of the Hong Kong Green Finance Association (HKGFA).

At AIIB, Tracy leads the development of innovative private capital mobilisation platforms that channel institutional investment into sustainable infrastructure at scale. At HKGFA, she drives policy advocacy and market development to position Hong Kong as a leading green finance hub.

Tracy previously served as Managing Director and Head of Asia Sustainable Finance at Standard Chartered, and earlier held fixed income and structured products roles at JPMorgan, Mizuho International, Barclays Capital, and BNP Paribas in London and Hong Kong.

Beyond her anchor roles, Tracy is Board Director of both the Hong Kong Green Building Council (HKGBC) and Sprinkle Charity Foundation. She also sits on the Policy Research Committee of the Hong Kong Financial Services Development Council (FSDC) and is Senior Advisor to the HK2050isNow Green Building Project. She has contributed to the Securities & Futures Commission Climate Change Technical Expert Group, and previously held board positions with AIDS Concern and the Hong Kong LGBT+ Interbank Network, where she founded JPM PRIDE HK.

She holds BA and MSc degrees in International Finance and Capital Markets from the UK, completed the Social Finance Executive Programme at Oxford Saïd Business School, and is certified by the Hong Kong Institution of Bankers in Green and Sustainable Finance.

Alice Suen

Managing Director, Head of Sustainable Finance and Transition, Hong Kong, HSBC

Alice Suen is the Managing Director, Head of Sustainable Finance and Transition, Hong Kong, HSBC. She engages with Hong Kong’s broad sustainable finance ecosystem on behalf of HSBC Hong Kong, looking for opportunities to leverage HSBC’s capabilities and market position in Hong Kong to support sustainable market development and deliver new solutions to address Local, Regional and Global needs. She is also responsible for driving the Sustainable Finance agenda among the Bank’s customers, enhancing business customer’s awareness and understanding towards Sustainability, supporting clients in the development of sustainability and transition strategies, and assisting them in disclosure to gain better access to financial markets.

Having worked in the financial services industry for over 20 years, Alice has a wealth of experience across frontline relationship management, business strategy, and people management. She has a dedicated focus on Greater China Business, and she has previously worked in Shanghai and the Greater Bay Area.

Outside of her professional career, Alice is an enthusiast in ESG-related volunteering activities. She has also run full marathons for charity and completed a trek in Indian Himalayas to raise fund for social and environmental causes. She is a mentor in HKSAR’s Strive and Rise Mentoring Programme supporting junior secondary students from under-privileged family for three consecutive years.

Alice graduated from University of Toronto, Rotman School of Management, with a Bachelor Degree in Commerce. She has also obtained the Sustainable Finance Certification in University of Cambridge, Institute for Sustainability Leadership, elected as a Green Finance Professional by the Hong Kong Institute of Bankers (HKIB) under Enhanced Competency Framework (ECF) for Banking Practitioners on Green and Sustainable Finance (ECF-GSF), and completed the Chinese Market and Finance Programme in Peking University HSBC Business School.

In addition to her role in HSBC, Alice is the ExCO member in Hong Kong Green Finance Association, the Sustainable Finance Committee Member in Asia Securities Industry & Financial Markets Association (ASIFMA), ESG Committee Member in British Chamber of Commerce in Hong Kong, and Green Commercial Banking Committee Member in The Hong Kong Association of Banks (HKAB).

Dr. Kang Qu

Managing Director, Sustainability Strategy, Bank of China (Hong Kong)

Dr. Kang Qu is Managing Director of Sustainability Strategy Bank of China (Hong Kong). He also holds the role of Deputy General Manager in Economics & Strategic Planning Department of the bank and Hong Kong Financial Research Institute of Bank of China since 2022.

Dr. Qu joined Bank of China in London in 2006 to head the research and strategic planning team, overseeing macro-economic research of the EMEA region and leading strategy planning and implementation for Bank of China’s business in the UK.

Dr Qu also represents the bank in different international sustainability organizations. Dr. Qu is vice president of Hong Kong Green Finance Association and a Member of Directors of the China International Finance Society and a member of the Data Working Group led by the Hong Kong Monetary Authority.

He participated in Shanghai’s “14th Five-Year Plan” International Financial Center Development Research Project, actively promoting synergy between Shanghai and Hong Kong in financial center development.

He has published over 50 papers in international journals, focusing on global banking, economic finance, and the positioning and functional expansion of Hong Kong as an international green finance center.

Dr. Qu earned his PhD in Finance from University of Durham in the UK. He also received a MSc degree from London School of Economics and Political Science (LSE), and a BSc degree in Computer Science and Technology from University of Science and Technology of China (USTC).

Kenny Shui

Vice President of Our Hong Kong Foundation and Executive Director of Public Policy Institute

Kenny Shui is Vice President of Our Hong Kong Foundation and Executive Director of Public Policy Institute. He also serves as Vice President of the Hong Kong Green Finance Association and an Honorary Lecturer at The University of Hong Kong. With extensive public policy experience, his research covers AI, economic innovation, the Greater Bay Area, fintech, green finance, and technology. His team has produced influential reports on AI, CBDCs, ESG, and biotechnology. Additionally, Shui is active in sharing his insights, having spoken at international events including those for the United Nations, and publishing policy-related commentaries.

Luying Gan

Luying is Managing Director, Transition Finance and Advisory, Corporate & Investment Banking, Standard Chartered Bank. Luying is a highly experienced professional in Sustainable Finance and Transition Finance, specializing in driving Net-Zero transitions and translating market standards and regulatory frameworks into actionable client solutions. Prior to joining Standard Chartered Bank, Luying served as the Head of Sustainable DCM Asia-Pacific at HSBC in Hong Kong. Before her tenure in Hong Kong, she spent many years in London, where she was at the forefront of Sustainable Financing and working with public and private entities across various jurisdictions. Luying has led numerous landmark transactions, including Sustainable bonds for the Hong Kong SAR and the Republic of Indonesia. Earlier in her career, she worked at Morgan Stanley and EY in London, where she was responsible for structured product valuation.

Luying holds a Master’s degree from the London School of Economics and Political Science and a Bachelor’s degree from Zhongshan University. She has been a CFA charterholder since 2011 and a Chartered Accountant since 2009.

Yang Xing

Mr. Yang Xing has extensive experience in corporate governance and finance. He was officer of the Accounting Center, Financial Innovation Department and General Manager’s office of Aerospace Science & Industry Finance Co., Ltd. from October 2004 to January 2014, executive of the Comprehensive Management Department of Beijing Enterprises Group Finance Limited From February 2014 to September 2014, the head of the Comprehensive Management Department from November 2014 to January 2018, assistant to the General Manager from February 2018 to August 2022 of CECEP Finance Co. Ltd..Mr. Yang is currently the Deputy General Manager and the head of Finance of CECEP (Hong Kong) Investment Co., Ltd.,. He is also an Executive Director of Carbon Reserve Investments Limited, and a Director of CECEP (Hong Kong) Treasury Management Co., Ltd.

Mr. Yang is also the Vice President of the Hong Kong Green Finance Association and a member of the Board of Directors of the Guangzhou Carbon Exchange. Mr. Yang obtained his bachelor’s degree in Economics from Beihang University in June 2004, a master’s degree in Financial Management from Beihang University in December 2019. He holds the title of Intermediate Economist and the qualification of Senior Information System Project Manager.

Tsun Chen

Secretary General, Hong Kong Green Finance Association (HKGFA)

Tsun has over 20 years of experience in the financial services industry. Prior to joining HKGFA, he worked for a number of corporate finance advisory firms and a specialist bank where he was responsible for cross-border mergers and acquisitions, initial public offerings, debt and equity restructurings and direct investments. Tsun is a qualified solicitor in England & Wales (non-practising), holds a BSc. in History and Philosophy of Science from University College London and is certified by the CFA in ESG Investing.

Jenny Lee

Deputy Secretary General, Hong Kong Green Finance Association (HKGFA)

Jenny serves as the Deputy Secretary General of Hong Kong Green Finance Association (HKGFA), where she leads strategic multi-stakeholder engagement across its diverse membership of over 160 institutional firms, encompassing the private and public sectors, regulators and government entities.

Her efforts are focused on advancing Hong Kong’s position as a leading sustainable financial and green tech center. Jenny contributes to the capacity building, data analytics and transition planning workstreams of the Centre for Green and Sustainable Finance under Hong Kong’s Cross Agency Steering Group (CASG), as well as initiatives with the UN-led Financial Centres for Sustainability (FC4S), and as co-convenor for the Taskforce on Nature-related Financial Disclosures (TNFD). Additionally, she serves on the advisory panel for Hong Kong’s Green and Sustainable Fintech Proof-of-Concept Funding Support Scheme, and the Securities and Futures Commission (SFC) Industry panel for Hong Kong Green Fintech Map.

Following a two-decade career in investment banking, Jenny transitioned her expertise into sustainability, driven by a desire to create positive impact. She co-founded Development Finance Asia, a platform which provides innovative financial solutions to the Global South, and worked as a consultant, responsible for managing Mercer’s Fortune 500 Multinational clients based in Hong Kong, prior to joining HKGFA. Jenny is a life-long learner, dedicated to fostering a sustainable ecosystem, that integrates finance, technology, nature and biodiversity. She holds certifications from the CFA Institute in Climate Risk, Valuation and Investing, CFA Sustainability Investing, and MIT Sloan Management in Artificial Intelligence: Implications for Business Strategy.

Jenny’s professional background includes regional roles at Goldman Sachs, Credit Suisse and JPMorgan, where she specialized in equity derivatives and prime brokerage, assisting alternative asset managers in scaling their business, raising capital and accessing financing. She has lived in London, New York, Tokyo and Hong Kong.

Phoebe Liu

Manager, Hong Kong Green Finance Association (HKGFA)

Phoebe Liu is a Manager at the Hong Kong Green Finance Association (HKGFA), a non-profit organization dedicated to positioning Hong Kong as a leading international center for Green Tech and Green Finance. Driven by the urgency to promote environmental awareness and climate action, Phoebe is committed to advancing green and sustainable finance developments in Hong Kong.

At HKGFA, Phoebe contributes to a diversity of initiatives such as advancing capacity and awareness building, fostering membership engagement, supporting various working groups and research initiatives. Additionally, Phoebe contributes to the initiatives of the UNDP Financial Centre for Sustainability (FC4S), specifically the Gender Finance Charter, within the association. Phoebe earned the HKGFA-HKUST Certificate in Sustainable Finance in 2022. She holds a Bachelor’s Degree in Urban Studies from the Chinese University of Hong Kong.

Flora Liu

Senior Associate, Hong Kong Green Finance Association (HKGFA)

At Hong Kong Green Finance Association (HKGFA), Flora coordinates the capacity-building and transition finance initiatives to position Hong Kong as a leading sustainable finance hub. She holds an MSc degree (Dist.) in Environmental Technology from Imperial College London, specialising in urban sustainability, and a BA degree (First Hons) in Geography from King’s College London.

Prior to joining HKGFA, Flora has proven track record in cross-sector project management and stakeholder engagement from working with leaders in the arts & cultural and sustainability scene.

Tina Wong

Tina Wong is an Associate at the Hong Kong Green Finance Association (HKGFA). With a background in finance and sustainability, Tina brings valuable experience from internships with leading asset managers and financial institutions prior to her tenure at HKGFA.
