PRC’s National Development and Reform Commission (NDRC) Launches The National Carbon Peaking Pilot Scheme


In order to implement the relevant arrangements of the State Council’s “Action Plan for Carbon Dioxide Peaking Before 2030“, 100 representative cities and industrial parks were selected nationwide for a Pilot Carbon Peaking Scheme.

The scheme aims to explore carbon peaking pathways for different cities and industrial parks with various natural resources and economic positioning, and to gather operational, replicable, and scalable experience and practices for the country.

The Pilot Scheme sets out to make significant progress in a comprehensive green transitioning of the economic and social development of pilot cities and industrial parks. Policy mechanisms conducive to green and low-carbon development will hope to be fully established within the scope of the pilot, consolidating relevant innovative measures and reform experiences as best practices for other cities to reference upon. The pilot scheme plays an important supporting role in achieving the national carbon peak goal, and lays a good practical foundation for promoting carbon neutrality.
